The Winnebago Landfill is a modern Subtitle D landfill constructed
with many safety features. The landfill has a composite liner
system that consists of a base liner made of recomposed clay.
On top of that a high-density polyethylene impermeable geomembrane
is installed. A sand drainage layer on top of the liner system
contains drainpipes to remove any liquids that collect on
top of the liner. This eliminates the potential of
liquids being released from the landfill. The liquids that
are collected from the drainage system are treated at the
wastewater treatment facility in Rockford. Landfill gas, generated
from the decomposition of the waste, is collected and used
as a fuel source. A network of groundwater monitoring wells
located throughout the facility is monitored regularly to
ensure that the landfill is operating properly.
When waste comes into the landfill, it is spread in layers
at the active fill area and compacted with special equipment.
The waste in the active area is covered with dirt or other
inert material at the end of each day. The landfill accepts
municipal solid waste as allowed by law. The facility has
a random inspection program in place to ensure that unacceptable
material is not allowed into the landfill. We do not accept
any items that have been banned from landfills by law. These
include: yard waste, tires, white goods (refrigerators, washers,
etc.), car batteries and hazardous waste.
